Background/Introduction:

The goal of the project is to is to consolidate the capacity and autonomy of the Vocational Education and Training system in Bhutan to help produce a skilled and productive national workforce.

An important part of the five-year Basic Skills Development Project (BSDP) of the Ministry of Labor and Human Resources included developing a Vocational Education and Training (VET) system for Bhutan. After the end of this project, a follow-up phase was deemed essential to ensure that initiatives taken through the BSDP was consolidated and sustained. Therefore, the Vocational Education and Training System Development Project was begun in June 2006 to complement and consolidate activities and progresses made in developing a VET system in the country.

Within the scope of this overall goal the project pursues the following major objectives:

  • Enhance the capacity of the Skill Training and Resources Division;

  • Develop competency based modular curricula, instructional methodologies and instructional skills;

  • Consolidate and complement the contributions of the Bhutan-German Project;

  • Establish a national accreditation system;

  • Strengthen the technical capability of the Department of Occupational Standards and stakeholders; and

  • Develop a national plan for an overall unified education and training framework.

To achieve the objectives, the project concentrates on the following main group of activities:

  • Training and attachment of Skill Training and Resource Division staff in the relevant fields and train relevant staff in assessing and developing competency based modular curricula, instructional methodologies and instructional skills;

  • Further harmonizing the assessment and certification processes in the vocational training institutes;

  • Assisting the Department of Occupational Standards in finalizing the draft Accreditation Guideline and training of trainers in the implementation of the Accreditation system;

  • Building up the technical capacity of the staff of the Department of Occupational Standards and relevant stakeholders to manage and implement the Bhutan Vocational Qualification Frame successfully; and

  • Developing the technical capacity of the staff of the Department of Occupational Standards through exposure to developed systems and recruitment of qualifications framework specialist.

Achievements:

  • Six DACUM facilitators have been certified as being able to develop high quality Occupational Profiles. DACUM workshops have been conducted by these facilitators under the supervision of a consultant from TITI in Nepal; and

  • Six draft occupational profiles have been developed as part of the certification process of the DACUM facilitators.  An occupational profile is the first element in the Bhutan Vocational Qualifications Framework and is the basis for curriculum development and test item development.

On-going activities:

  • The development of more occupational profiles is ongoing as an important part of the training and certification of DACUM facilitators. The TITI in Nepal would continue to evaluate these profiles;

  • Short-term training of assessors and test item development facilitators with specialized technical assistance; and

  • Short-term specialized capacity development.

Future Outlook:

Future priorities include specialized short-term capacity development in training of trainers’ courses, curriculum studies and research, and management of electronic database including quality control procedures.

Short-term attachment with advanced vocational qualifications authorities in South East Asia would also be a future activity.
