Children going to School The EYC sector objective is to improve access and quality of basic education. Support the development of employment and income possibilities for out of school youth. Implement selected cultural projects or events that foster cultural cohesion. Three projects are ongoing in this sector; they are:

Support for Teacher Education Programme (STEP click here for details)

The STEP will contribute to enable the Bhutanese youth provided with schooling to make informed choices in order to shape their lives. This main objective is addressed with several componential objectives, which are enhancing professional qualification of teacher educators, improving the quality of primary and secondary teacher education, augmenting ICT learning and teaching competencies in both CoEs; introduction and conduction of youth guidance and counselling; and CoEs become centres for excellence in teaching learning.

CoE Expansion Paro/Samtse (CoE click here for details)

The goal of the project is to contribute to the expansion of teacher education capacity to 1’500 students in Bhutan in order to meet the increasing demand and to increase the quality of teachers’ education at the primary and secondary levels. During the Phase 4 (2002-2009), additional infrastructure construction at both CoEs (Paro and Samtse) shall include science/computer labs, auditorium, conference/seminar rooms, gymnasium, students’ library, additional classrooms, and offices for curriculum and research.

HRD support for National Finance Services (HRD-NFS click here for details)

The purpose of the HRD-NFS is to strengthen the National Finance Services (NFS) for enhancing efficient and transparent public financial management hereby fostering good governance. It addresses the competencies, self-reliance, developing skilled and motivated cadre for effective and efficient execution of responsibilities and the profession is made attractive.

Renewable Natural Resources (RNR)

Bajo Paddy FieldThe RNR sector objective is to improve the living standards of rural households and to foster sustainable management of natural resources through facilitating relevant research and extensions, as well as strengthening community organisations and their marketing capacities and access.

College of Natural Resources (CNR click here for details)

The CNR aspires at making a relevant and lasting contribution to rural development through farmer ori­ented training of technical cadre and quality professional services. It’s mainly mandated to serve as a training institution for the RNR Sector, and to produce technically capable personnel for the RNR Sector.

Renewable Natural Resources Research System Bhutan (RNR-RS click here for details)

The RNR-RC project is to support the research system in Bhutan for contributing to agriculture and horticulture intensification and diversification so that household food security, income and employment potential of small farm agriculture is enhanced, increasing the contribution of livestock to the household economy, and enhancing productive and regenerative capacity of the forest resources, all along safeguarding ecological and biodiversity sustainability.

Rural Development Training Centre (RDTC click here for details)

The project aims at encouraging the youth to go back farming by enhancing rural livelihood through increased social and economical security. This plan will be addressed through enhancing skills and knowledge on agricultural production, marketing & rural development, contributing towards enabling environment for self-employment, and employment & income opportunities, supporting market oriented farming through training on sustainable production methodologies, and supporting institutional strengthening of producers’ groups (e.g. cooperatives/ associations).

East Central Region-Agriculture Development Programme (ECR-ADP click here for details)

The project endeavours to strengthen rural development and reduce poverty in the four districts of the ECR through supporting and facilitating the implementation of selected Renewable Natural Resources (RNR) activities (without forestry), building regional implementation and monitoring capacities;  generating knowledge in RNR and disseminating it, and supporting innovative activities toward income generation and strengthening of community or producer based organisations.

Participatory Forestry Management Programme (PFMP click here for details)

PFMP intends to achieve sustainable forest management and improve rural livelihoods in Bhutan by strengthening the capacity of local communities (also support decentralisation policy) to utilize and conserve forest resources, with an emphasis on poverty alleviation and the equitable distribution of benefits. The approach to achieve the aim will be by strengthening the capacity of the forestry department and specially the newly created Social Forestry Division to support Dzongkhag Forestry Programmes, and implementing PFM activities in most Dzongkhags.

Rural Infrastructure (RI) Wangdiphodrang Bridge

The secotral aim is to improve access to social infrastructures and services through construction and maintenance of trails, suspension bridges and selected road bridges.

Suspension Bridges Programme (SBP click here for details)

The SBP’s objective is to assist the government in attaining its goal of facilitating access to the remote and rural areas through strengthening the institutional and technical capacity of both the central and dzongkhag engineering sections and gradually decentralising its responsibilities, and constructing 50 new trail brides, maintaining 175 bridges, and rehabilitating walkway deck of 50 existing bridges.

These is not a sector but under the theme, the Swiss programme, among many other crosscutting themes, looks into advancement of self-help, decentralised participation and private initiatives through promotion of civil society/private sector organisations (such as cooperatives and associations), gender, poverty and as well as the use of ICT to improve inclusion of people in modern development considering cultural aspects and indigenous knowledge in programme development including environmental aspects.
