

Impact Assessment (assessment of education projects Feb-May 2009)
An impact assessment was carried out to capture and analyze the impact of the education projects supported by SDC and Helvetas in Bhutan covering a period of about 20 years.
The main objective of the impact assessment was to establish and analyze the projects’ (Primary Education Project including the Partnership in Teacher Training inputs, Secondary Education Project, Support for Teacher Education Programme and infrastructure inputs) impact on the basic education system and situation in Bhutan. The assessment covered the period since the start of Swiss inputs into the education system in the 1980s till 2008. A multitude of stakeholders in Bhutan were consulted – the Ministry of Education, the Royal University of Bhutan, the Royal Education Council, schools, teachers and teacher educators, relevant development partners and persons formerly involved in the projects.
The assessor was Dr. Priska Sieber, Institute for International Cooperation in Education, Switzerland.
